CNN Newsroom CNN Nov 27, 2012 11:00am PST it and it's a legal term, not a political term. >> reporter: the law was created during the civil rights era. it requires states to show that changes it wants to make to voting procedures don't deny or abridge the right to vote. the justice department is arguing that a new voter i.d. law in wisconsin would disenfranchise minority voters. it also says the law would have a disproportionate effect on young voters and minority voters. the justice department calls the law restrictive. it also says it would prevent 300,000 registered voters in wisconsin from casting an absentee ballot. >> it makes it more difficult to vote. it also -- it also makes it harder for people like our volunteers to register the citizens of wisconsin. >> reporter: a wisconsin judge last year blocked the law after a challenge by the league of women voters. a federal appeals court later said the judge didn't have the authority to do that. the appeals court sent the case back to the lower court to decide whether the law violates federal law or the constitution. today's ruling by the justice department occurs on the eve of the anniversary of the 1965 v
